William was a record-setting scorer who led the 1968 Cardinal soccer team to third place in the NAIA national championship. A three-time All-SUNYAC and four-time All-New York State selection, Garvey set the Plattsburgh State offensive tone. He scored five goals in one game three times.

In 1968, William netted 19 goals to set the program record in single-season goals scored — a record that stood for 36 years. His 58 goals and 139 points both rank second all-time.

After leaving Plattsburgh State, William taught and coached at a variety of levels, including the Empire State Games. In addition to his Cardinal induction, William is also a member of the Dutchess County Soccer Hall of Fame.
